Oh, this will have nothing to do with UTV, as you suggest. Can't understand why this change has been implemented, as the teletext service will be on air until the end of the year at least. Very odd.
Is the rest of the service still available if you type in the page number? And is C4 in NI the same? As you say, very odd and interesting... especially if it isn't happening in every region. I can't think of a time when a teletext service hasn't ordinarily defaulted to the front page, even when that used to be on P200 on BBC2 and P400 on C4... though you used to be able to choose the default page on some sets.
The default page of 100 is normally chosen by your TV. Even if you turn to text on a channel without it the set will still try and find p100
Most if not all sets will indeed probably default to page 100. However, it has always been technically possible to send out a default page value within the VBI. Years ago, for example, when Ceefax ran in the 100s on BBC One and the 200s on BBC Two, the TV set would initially attempt to find page 100, before quickly switching to page 200.
I'm seeing something similar happen here. For the first second or so, my Sony set selects page 100, before being forced to page 888. UTV would be responsible for the transmission of the 888 teletext line in the VBI. I wonder have they changed the vertical positioning of it, and this is causing some sets to become confused?
Ch 4 teletext is still defaulting to page 100. As is Five.

Magazines 1, 2, 3, 4 and 5 of the 'Teletext' service are being broadcast as normal. The UTV ancillary text service has been stuck since June, but is still there, and is transmitting a time signal. Page 798 is also still being broadcast. None of these pages/magazines are suffering a loss of rows, so that rules out the 888 signal obscuring any other part of the teletext signal in the VBI.
I strongly suspect that UTV has altered the vertical positioning of its 888 line in the VBI, and that this is confusing some sets.
ISTR teletext on S4C used to default to page 300 and Sbectel. This might've been back in the days of Oracle, but it always took precedence, and forced the teletext encoder on whichever TV I was watching, to jump to Sbectel instead.

It's 400 now, but yes, it does default to Sbectel instead of Teletext page 100.
