Judging by the article, ITA's initial plans was to create a second regional network. The UK would then have two equal commercial networks. Ignoring that the advertising markets in the smaller regions couldn't sustain two regional franchises, it could be very interesting.

The London, Yorkshire, North-West and Midlands regions would surely get their ITV2's first, followed by Central Scotland, the South and East Anglia etcetera.

I wonder how the networking would be done. Would "ITV1" franchises only show what was done by other "ITV1" franchises, or would there be bidding for the most popular programming in every region? (for example, the ITV2 franchise could overbid the ITV1 franchise in order to get Emmerdale)

One may also wonder how it would have been in Wales? I guess that it would still be something S4C-like, with some ITV programmes shown in between (just like Channel 4 programmes are shown on S4C today).
