The ITC oversaw the groundwork for a "single" ITV in the 90s. It would have made no difference if OFCOM had come into being or not.
Now the IBA on the other hand, I'm not so sure about. I think they might have had a somewhat heavier hand.

I think not - I reckon even the IBA would have had to make some concessions by this point, although most likely not on the scale we've seen thus far under the ITC/OFCOM.

Well the thing with the ITC was,they were there when the 1993 franchise round happened.I'm not sure how they contributed to the 2002 murder,but i think Ofcom have done a lot worse than the ITC.
