Is this image from a famous kid's TV show or book?

Here's a thumbnail I found on the net a few months ago– I remember it as part of either a book, or children's cartoon of my childhood (I'm 22 now)
If anyone recognises it, and can tell me where it's from, I would be very grateful as it's been playing on my mind!

rather bizar pictures, remember a story book when I was a child (1970s) which had photos of real cats dressed up
