Never really thought about that - but presumably one franchise, or the network as a whole, was responsible for imports - and films too. It's not as if ITV only started importing programmes when ITV Plc was created.
With other Aussie soaps like ACP and Sons and Daughters one regional company took responsibility for them, but they were shown at their own pace on ITV unlike Home and Away which every region saw the same episode every day just some at different times. ACP was Thames/Carlton and they were the first to finish the run, Sons and Daughters was Central and they were the first to finish.
I guess it was the same situation with Home and Away and either Thames or Central took control of it on behalf of ITV.
