Indeed. I remember listening to Peter Dickson's Nightcap on a Friday night on Radio 2 at the back end of the 80's.
Which filled a duel purpose. Cheap late night Friday programming, and was a depository for sketches and gags not deemed suitable (or in some cases good enough) for use on Steve Wright In The Afternoon over on Radio , as it was basically produced/written by the same team.
It's evident that Peter enjoys The X Factor and associated shouty endevours, but he is just doing what he is told to do in the main. In X Factor's case back in the early days they asked him to keep ramping it higher and higher on a weekly basis till the ridiculous levels we've had since were reached. Kind of accident than design. I think since around 2010 they've made it completely shouty though rather than a bit of light and shade, and that's why people may be irritated at this stage..just loses the impact. It may seem funny to be talking about a voiceover in this level of detail but thinking about it I think the voiceover and overall presentation of The X over the years has been pretty instrumental in its success - sure successful series needed the other vital ingredients of both decent and funny acts, and a dynamic judging panel etc, but such production values have imo taken things to a higher level than may have happened otherwise.

Apparently not. Harry was on Graham Norton's radio show a few weeks ago and said all episodes will be recorded the week of broadcast as he has zero interest in doing live tv.

I don't think they're going to retain many elements of the original Stars In Their Eyes. With Harry in charge I think it's going to played totally for laughs.
Leslie Crowther's Stars in Their Eyes didn't have the live viewer vote final either. That started when Matthew Kelly took over. And I saw the trailer earlier, and as 623058 said, the theme tune has been retained.
