The show originally broadcasts on the US station Comedy Central, but why does he say "...On BBC Three"?

Heggesey is all on about the Graham Norton is a talent that needs "nurturing" - surely a 40+ yr old man who's had a hit show on C4 for the last few years doesn't need nurturing.

The biggest - and most expensive - mistake the BBC have made.

I agree, and this sort of mistake keeps happening: ITV signed up a string of ex-EastEnders for “starring” roles in dodgy dramas, the BBC have done it with Johnny Vaughn. It’s good ideas for new shows, or allowing ideas to develop beyond 2 shows which is needed, not just signing up the latest big “talent” to front or star in any old cr*p.

They were talking about stars switching channels on something the other day - and said the success of it usually depends on the format they bring with them. If Johnny Vaughan had been the creator of The Big Breakfast, he'd have been a much wiser purchase, and while Graham Norton has hit own formats, the BBC don't have an appropriate slot.
