well I thought it wasn't really ITV's descion - isn't it Ofcom who puts the lisences out to tender?
Also ITV have just paid how many million for the remaing 25% stake - there not just going to get red of it!
The licence is to broadcast in the slot, not produce for that slot. They are perfectly entitled to let an independent producer make shows for the slot, whether it's a ten-minute cartoon for CITV or a brand new 3 hour+ breakfast show - and I'm pretty sure some previous "shows" for both GMTV and TV-am have been made by independent producers.
If I were ITV I'd just put the contract out to tender and see if the market can force prices down. ITV really have nothing to lose if GMTV is axed and replaced by a new breakfast show, especially as it wouldn't be an outside station coming in and producing the programme, but an independent production company producing it for ITV instead.
