Not sure how you reach that figure of 32?
Currently 4 of the 6 DTT muxes are 18Mbs, 2 are 24Mbs.
If all 4 18Mbs services moved to 24Mbs then that would be a 4x6 Mbs increase in platform bandwith, which is 24Mbs (equivalent to adding a new mux).
You couldn't squeeze 32 streams into 24Mbs - you'd be doing well to get 6 decent quality (but we don't bother with that on the other muxes...) or 10 at far-from-high quality - 32 is not possible, unless you think more muxes will be created after analogue switch-off or are taking some time-shifting of multiple channels into account.
