DMOL consulted on the creation of a shopping channel section in January 2011 as part of a wider consultation (can't believe it was as long ago as that!) Yet in their final decision in March 2012 they decided not to introduce one:

Basically the shopping channels didn't want it (QVC clearly have friends in high places as the subject of their LCN was even raised in parliament: https://www.theyworkforyou.com/whall/?id=2011-11-23a.138.0 ) and most everyday people simply don't care.
I suppose one difference between the Freeview EPG and that on other platforms is that on the Sky EPG, for example, you can jump straight to the different genre categories, whereas on Freeview you have to go scrolling through all the other channels (I assume this is still the case on newer devices?)
