This is going to be Florian Wieder's 5th Eurovision stage, following 2011, 2012, 2015, and 2017.
He designed 2018 as well - many think he didn't due to the lack of LED screens.

Aren't Golden Circles more a commercial decision than one of design?
I believe for Eurovision it's more to do with having a controllable number of people appearing on the tv output to be really near the stage for tracking shots. I was in the golden circle for Lisbon and was surprised how far back the main arena general standing was from the stage (especially the main stage area and not just the outer ring). In a more commercial concert setting, golden circle is usually larger so will be a financial decision. Tel Aviv looks like it's a couple of hundred people max. Celine Dion is playing Hyde Park in London this year and has a diamond circle, a golden circle, a seated terrace section off to one side and then general admission
I've often wondered in Eurovison how much the ticket sales and sponsorship deals go towards cover the running cost overall?
I thought Dolly Style would make it through but alas. The big shocker is the Lovers Of Vladaro. I thought that was a well staged, fairly catchy number.

So if it was the case that Russia had won instead of Ukraine in 2016, are you suggesting that other countries would have withdrawn from it?

I would actually say you're wrong on that one. Russia wouldn't be sending Sergey back if they didn't want to win it.
