Odessa have revealed their plans for hosting the contest. Here they are:

Odessa became the first Ukrainian city to announce its plans for the main locations of Eurovision 2017.

In its official bid for the right to host Eurovision 2017 Odessa has presented stadium "Chernomorets" as the main Arena of the contest. Since the main requirement for the Arena is that the venue should be covered, Odessa city council has already held preliminary talks with potential construction partners regarding the design and installation of necessary structures allowing to cover the football field of the stadium.

The official opening ceremony of the contest: the red carpet part can be organized on the modernized Arcadia alley that leads straight to the Black Sea. The official part of the opening ceremony and entertainment program can be carried out at the choice of two entertainment clubs in the nearby tourist and recreational area of the city - Arcadia.

Official Eurovision parties can be held in the proposed open locations of Euroclub: Quarantine arcade or Green theater located in Central Park named after T.Shevchenko or at the stadium "Spartak".

For Eurovillage location also proposed Primorskiy boulevard (Promenade) and also Central Park named after T.Shevchenko.

In addition, Odessa proposed to organize a special route of the cruise liner, which will be bringing tourists and visitors of the contest from Europe to Odessa. During the event itself liner can be used as a hotel or another location of Euroclub/Eurovillage.

Odessa as one of the most attractive cities in Ukraine during the Eurovision Song Contest-2017 is ready to provide more than 50 excursions for participants and guests of the competition, so every guest of the city will find entertainment for his own taste.

Specially for the contest city has developed Eurovision brand that will be united with the brand of Odessa, which will be used on advertising-information materials and souvenirs.

To accommodate the delegations and fans Odessa is ready to provide more than:
240 objects of temporary accommodation with a capacity of 6.7 thousand rooms and 23 additional housings with the capacity of 14.7 thousand people, among them:
- Hotels - 85 units (Number of rooms - 5497, beds - 11370)
- Mini-hotels, boutique hotels, etc. -. 88 (Number of rooms - 1005, Beds - 1904)
- Apartment hotels and apartments - 36 (Number of rooms - 172 beds - 407)
- Hostels - 32 (1032 seats).

One of the main requirements for the host cities is to provide convenient transport facilities. According to this criteria Odessa meets the requirements of the host city of the Contest, as Odessa can be reached by all means of transport. In September 2016 will be opened a new terminal of the International Airport of Odessa, is operating Odessa Sea Port, the railway station, 3 international bus stations.

The total area of the new four-storey Odessa International Airport terminal is 28 thousand square meters, the area of the departure halls provide a comfortable accommodation of passengers of 12 flights at the same time, the capacity of the terminal complex will be 3 million passengers per year.

Connections to the Arena and the official hotels will be provided with the help of public transport (trams, trolley buses, taxis).
At this moment several cities, including Kyiv and Kherson have cited confidentiality rule as reason for not disclosing details on the proposed venues.

The long list has been whittled down to three:

Kiev
Dnipro
Odessa

NTU basically said that none of the bids are perfect, however 3 deserved to be short listed. Despite Kiev's Palace of Sport being the most underwhelming venue of the three it has to be the favourite. Odessa has been backed by Jamala but it's quite close to Crimea whilst Dnipro isn't considered secure enough to host any UEFA football matches. Also Dnipro has almost fallen to Russian supported rebels as recently as this Spring.

NTU basically said that none of the bids are perfect, however 3 deserved to be short listed. Despite Kiev's Palace of Sport being the most underwhelming venue of the three it has to be the favourite. So chosing a venue close to Russia may be seen as concentrating attention on the region for at least a little while - may be a politically advantageous move by the Ukraine team?

If Dnipro was annouvned as the host city, and then fell to Russian/Russian-backed forces? Not a great PR coup for Putin...

RTL have confirmed today they won't be competing in 2017. Despite being one of the most successful Eurovision countries with five wins, Luxembourg haven't entered since 1993 when they came 20th and would have relegated from the 94 contest. In the end they decided to withdraw indefinitely. I think a lot of fans would welcome them back to the contest.

I doubt Putin would care considering they basically invaded off the back of the Winter Olympics.

Here's an update.

The venue was meant to be announced on Wednesday 24th August however it has been delayed again. Kiev's preferred venue the Palace of Sports (host of the 2005 contest) has been rejected by NTU (the broadcaster) as being out of date and dilapidated. Attention now turns to Kiev's secondary venue the International Exhibition Centre, which is said to be the only potential venue to meet the EBU’s technical requirements to host the event. The problem with this venue is the rather small size. The fact that Kiev's secondary venue is being considered at all suggests that Odessa and Dnipro are out of the running. All told it's not a certainty that the contest will actually take place in Ukraine next year.

They have made a mess of this. If a decision is not made by first week of September, EBU should hand the hosting rights to Australia, who would then determine a host nation to partner with them. They would handle it better.
