Russia is partially in Europe, however to become an active member of the EBU the country must be in the European Broadcasting Area



Specifically, the TV station of a particular country needs to be based within the area. Remember it's not countries that are members of EBU, it's individual stations. Indeed there are some countries that have multiple members of the Union. The UK has two active members: the BBC and UKIB (ITV Plc, STV, UTV, C4 & S4C and their associated digital channels). S4C have flirted several times with the idea of submitting a Welsh entry.

Iraq is not a member of the EBU and Iran is not within the EBA.

Iran aren't eligible according to that map.

As mentioned above, most middle eastern/North African countries wouldn't enter if Israel were involved. Tunisia were going to enter once but the rules said that they couldn't block the showing of the Israeli entry so they withdrew.

There was one year when Jordanian TV showed the ESC and Israel looked like they were going to win so they cut away to a picture of a bunch of flowers

Morocco has taken part once (1980) and several other North African nations have come close to competing (including, I think, Tunisia). Syria, Jordan, Egypt and Algeria are all eligible to enter as they're full EBU members, and have (I believe) shown the contest for many years. However they have had issues with the fact that Israel take part. When it became clear that Israel were going to win in 1978, Jordanian television took the contest off air and showed a photograph of some daffodils, announcing later that the country who came 2nd had won. According to wikipedia, many other Arabic nations similarly ended transmissions early.

Lebanon expressed an interest in participating in the 2005 contest, but withdrew when the EBU refused to bar Israel from competing. Lebanon don't recognise Israel as a country. As a result of their late withdrawal, the EBU banned them for three years from involvement.

Morocco took party in 1980 when Israel withdrew as the contest fell during Passover.

Vienna / Graz / Innsbruck in the running to host (Complete Eurovision TV article)

Vienna, Austria - Three cities are still in the running to be the host city of the 2015 Eurovision Song Contest - Vienna, Graz and Innsbruck.
Still in the race are Austria's capital Vienna, Graz in the province of Styria and Tirol's Innsbruck.

"After careful consideration of all applications, the ORF has decided to conduct further discussions with the City of Vienna and the operators of the Wiener Stadthalle, the city of Graz and the operators of the Stadthalle Graz and Innsbruck and the operators of the OlympiaWorld," ORF confirmed.

How long the current talks will take, has not yet been revealed.

This also means that the Schwechat airport (Lower Austria), the event site at Schwarzlsee (Styria), Carinthia with the Wörthersee Stadium and Burgenland with the Oberwart Exhibition Centre are no longer in the running to host the contest next year.

It doesn't mean the same thing that worked this year will work again next year. It's only worked once in 59 contests so it's only about a 1 in 59 chance. And has there ever been a winner that is a copy of the previous winner?
