Yes it is. Boogie Beebies may be aimed at 4 year olds, but seriously, I think the song "Sporty Boogie" sung by Pete Hillier actually sounded better than any of the six Eurovision: Making Your Mind Up finalists:

Liz McClarnon - "(Don't It Make You) Happy!"
Brian Harvey - "I Can"
Big Brovaz - "Big Bro Thang"
Cyndi - "I'll Leave My Heart"
Scooch - "Flying the Flag (for You)"
Justin Hawkins and Beverlei Brown - "They Don't Make 'Em Like They Used To"

The song has to be written in the representative country and written by people/group/etc from the representative country - but can be sung by anyone.

According to this Wikipedia article, Johnny Logan wrote "Terminal 3" (Ireland's 1984 entry sung by Linda Martin) at Heathrow Airport Terminal 3, in which case the 1984 Irish entry was written in the UK, not in Ireland.

Well the semi-final dress rehearsals were watched all over Europe for the semi-final jury voting, so presumably there were 20+ countries downlinking them - and some countries record the dress rehearsal as a backup in case of catastrophic failure during the live show?

Yep - and further back Gina G (1996) and Olivia Newton John (1974) were both Australian.

And then you've got some performers who have represented more than one country. Elisabeth 'Bettan' Andreassen who was born and brought up in Sweden to Norwegian parents, and has performed at the ESC 4 times.

Once in 1982 for Sweden, and then three further times for Norway (1985, 1994, 1996) and has entered Norway's MGP 5 times, and Swedens MF 6 times. She's hosted both MF and MGP I think...

As for songwriting - I don't think there is much of a national rule these days is there?

Thomas G:Son and Peter Boström (both Swedish) were involved in non-Swedish entries each this year weren't they? (Sweden, Norway, Spain and probably a few others) Fredrik Kempe (Swedish) has written entries for Sweden and Norway in previous years. Last year's Azerbaijani entry was written by Swedish and UK songwriters... (And had Swedish backing singers - Shirley's Angels from MF 2011 minus Shirley, Swedish choreographer(s), Swedish hair and make-up etc. etc.)

There a some über fans, particularly on ESC Forum, with the equipment and know-how to receive the EBU's signal. That is where this recording will have originated from rather than a broadcaster. There's quite a few rehearsal clips of Anke's best bits from last year on YouTube as well.
