Will the public broadcasters show both opening and closing ceremonies as well as full live matches involving their respective countries (and of course, the highlights), while Eurosport airs other matches?

Are the Eurosport Olympic Rings now a permanent feature of their DOG? In the US NBC (and their stations) generally don't start using the Olympic Rings until the September before the Winter Olympics and January for the summer games. Some sporting events still don the Rings if they are Olympic events or are world championships/ qualifiers / trials and finals.
Did Eurosport do anything special to mark the occasion? NBC's Today set up a ski slope, with two mini jumps on their plaza.

No idea about the RTE deal but the BBC can show whatever they want to but only on one linear channel and one stream. What they don't show live can be shown as soon as time is available. It'll be the same as watching the BBC 1 / 2 in past games, ie the vast majority of the audience won't notice that much of a difference. You'll see some full games but it'll be much more of an 'overview' - they key events of British interest mixed with the biggest events in general.
Some of the deals in other countries do have restrictions on what events the FTA broadcaster can / can't show.
Eurosport can show everything on as many channels / streams as they like. That's what they've bought. Sport Business had a report (could only go by the headline as not a subscriber) saying Discovery were 'well on the way to monetising the games'.
As for the Olympic Rings - they aren't there all the time. I think they were there on 1st January and then for 1 year to go to the Pyongyang games - I suspect there will come a point closer to next February where they are there all the time.

RTE's deal is I believe relatively similar -- for the summer Games one linear channel and one stream but I think theirs is slightly more restrictive in that it appears the stream has to be a simulcast of the linear channel. For the winter Games they get the opening and closing ceremonies live and a highlights show.
(Must be emphasised that RTE never bothered with the Winter Games until relatively recently and only showed a syndicated highlights show - on at least one occasion missing its voiceover - last time around. On RTE News Now with its L-bar intact for good measure).
