Unfortunately, that item is not what it purports to be. Those idents were entirely computer-generated and laid back direct from the computer to videotape. They were never transferred to film.

The only *possible* (and even then extremely unlikely) way that could have been on film is if someone had copied a programme onto film for playing it back with a projector, with the network frontcap intact. However, that was almost always done on some ropey 8mm home format, was only widely practiced by schools (in which case an LWT schools programme is very unlikely), and had largely died out by the end of the 70's.
That 'film cell' looks just too good (and I might say, has been scanned in with unbelievably good results) for that.
If the seller had gone for the previous ident (which was of course made on film in the first place) and scrapped the highly dubious story of a 'clear out at LWT' (the chances that LWT hd thrown out all of the rest of the film print, but kept a perfectly trimmed individual cell of the frontcap are next to nothing) story, the scam might possibly have worked.
I wonder if this 'item' was from the same person who sold that 'classic TV presentation' video - of realplayer clips from TV Ark copied to VHS - including some mock clips which quickly confirmed that it was fake, or who sells 'secret codes leaked out from ITV to unlock all the ITV regions on a Sky box'

Even if that item *was* real, it wouldn't be a film cel - it's a film *frame*. Very big difference.
And of course, the final proof that it can't possibly be real... the orientation of the sprocket holes. With the sole exception of IMAX, film runs *vertically* through projectors and telecines - and LWT idents were never made in IMAX!

Probably because of a clause which said that LWT's programmes could only be transmitted whilst LWT was actually broadcasting which of course they never were whilst ITV schools was on - although I did think an exception might have existed for schools programming when LWT never would be on air at the same time as schools programmes were.
