It is him, and he's carrying on the style started by the original E4 voiceover man, whose name escapes me at the moment, but he sadly passed away.
Patrick Allen?
Correct (as per Jugalug's original post on Page 4)
I'd imagine E4 asked him if he could do an impression & obviously he can do a ruddy great one as well
I did look on his website, and indeed it is him, I didn't think it was before because the last time we saw "voiceover man" on an E4 advert was for E4 Music when they had the ad in an Victoria theatre claiming they invented Music Telly in the 1800's, I imagine that was Patrick Allen who appeared in those adverts.

Peter Dickinson has appeared in most of the E4 adverts since he took over, for example E4 Loans and the like.

One of those unimportant things that annoys me everytime they crop up, but considering the big push for e4.com that came with this rebrand, it's strange that the E-Stings are still promoted as "channel4.com/EStings". Surely that would be an ideal opportunity to give e4.com a plug.

Ooooh, what else can we get E4 to do?
More programme wise now, but apart from Shameless (and Hollyoaks I suppose) they seem to have ditched "First Look" episodes - instead premiering new episodes a few days or so before C4, with Dirty Sexy Money on Tuesday (Fri C4) and Desperate Housewives on Sunday (Wed C4).
Seems a strange move IMO - the "First Look" idea has worked pretty well for E4 over the years and has often bought up to a million viewers to the channel at 11pm at night.
