Nah disagree with that, it's a coward call. ITV have bought repeat rights for Harry Potter for at least a year [if not two] and can show it a certain number of times during this repeat period (expect it again at near christmas) . Therefore they're not paying for something that won't be watched by many.
Advertisers will pay less to advertise during a repeat than a premiere, and therefore showing The Hulk would result in higher revenue potential given this factor alone, but also consider a drastically lower expected audience due to Dr Who being on, and this means they'd probably struggle to profit on the cost of the Premiere within the licence for the film.
Now of course, BBC has ITV by the ----- for the next (6?) weeks, because it has the handcuffs on ratings dominance in the timeslot. I wouldn't expect to see The Hulk for a few weeks now.
