This show did the rounds in 2001 on MTV Extra, didn't get much further than one season, seems MTV has remembered all their animation series including a new one which sometimes shows on MTV Hits though I do wonder why they don't show The Maxx or The Head, both of which I liked.
You won't find anything about them on MTV.co.uk as it's as useful as a chocolate teapot, however MTV.com will be better. MTV Extra was what MTV Hits is now but used more as a second chance channel.
EDIT: MTV's main site has little info on either show too but Downtown only lasted a season and the other 2 series, part of a series of animations called MTV Oddities, is very old now, being first shown in 1999 or earlier although they are playing Aeon Flux now which was part of it so who knows.
MTV Extra was part of the original MTV 'six pack' on Sky Digital, when it first launched - and was a music-only, less cheesy version of the main MTV channel. Quite good, really.

It later turned into MTV Hits.
It was an MTV Repeat channel and it was very good to watch as they showed the good programmes at other times of the day, it eventually changed into having music videos being played all day and then MTV Dance at night, then on May 1 2001 it changed into MTV Hits and MTV Dance got it's own channel.
I believe the new animated series on MTV Hits that we are searching for the name of is Spy Groove. Rather cool new show, that - caught an edition the other week and it's a fairly funny show...
