...I dread to think the impact such an outage would have on a small business reliant on it's website for sales.

There's plenty of small businesses here in the UK which are entirely reliant on their web presence. I used to be involved with one which the only "real" thing was a virtual office (we paid someone to receive our post and phone calls, they would then forward them to us). All the actual business was either done through our website, or at face to face meetings.
Unfortunately its lots of these small businesses that don't realise how important their hosting is, or that a £10/month contract gets them little in the way of support / recourse when things go wrong.

A good blog on the situation - they maybe a little bit smug over them having their back up ready to go but ultimately as Asa has done responsibility for your backup plan has to be on yourself, not your hosting company.

I wonder if the owners of the new bid tv site were using the same provider? Every re-launch night recently there would be a no show and the same old 'server issue' excuse.
