Having just rewatched The Runaway Bride before Partners in Crime (and the two fit well) - I'm pretty sure the TARDIS didn't make it's usual dematerialisation sound when it left at the end of Bride.
Yes, but wouldn't you turn around if you heard a strange machine-like noise behind you in the street? I'd certainly think "wtf's that?" and turn round and have a look.
I doubt that a political dispute on a planet would lead to an entire planet quietly vanishing without telling anyone why.
