Some characters are best kept to just one story. That is why Tom Baker's era was so great. They kept it fresh with new monsters every time, each script was original and entertaining. They didn't think, "Oh, Sutekh was good, we'll bring him back for 30 more stories." Because they knew that the audience wanted the stories to be fresh and original. And they kept 'em coming. In Tom Baker's 7 years, there were 2 Dalek stories and 1 Cybermen story. One of the Dalek stories was a classic, the other sucked, and the Cybermen one is regarded as the worst from Baker's era.
Omega appeared in one serial, The 3 Doctors, and was fantastic, they bought him back for Peter Davison, and he was crap. the Rani was crap in both of her stories.

The ICONIC ones, yes, not each villain. you lot are saying "bring back the rani, bring back omega, bring back the valeyard, bring back all the Doctors." The Ice Warriors were crap when they returned for 2 more stories, the Rani was crap in both of her stories. Does this not suggest that it might not be such a good idea to milk each character dry? Do you not think Doctor Who should stay fresh rather than strangle a character to death? I don't think so.
I somehow can't see the Valeyard (graveyard etc... ) as he was the 13th Doctors dark-side!
