I though Rowan Atkinson was quite good at it in the Comic Relief special a few years back

No. As much as I adore Mr.Fry, and am a big fan of him, I think his portrayal of the Doctor would be too similar with his real personality. Just look at Kingdom. I don't think he would relate to younger audiences very well either.

Someone's brother starring alongside someone else playing a role that the first person later gets isn't that interesting. It'd be more interesting if Philip had been in it before, as Colin Baker was, playing a Gallifreyan guard (if I remember correctly) in Arc of Infinity .
