Did franchise renewal documents become available?

Just been watching a documentary from years ago before the 1992 franchise round, it said that all franchise reports submitted to the ITC, afterwards would be publicily available in libraries up and down the country for anyone to read, once the new franchise period had behun.

Did this ever happen? Would be interesting to read in full what some of the ones that did win the franchise promise and the ones that didn't.

The 1991 ITC Annual report backs this up with regards to having copies of franchise applications made available. I do remember seeing the TVam franchise application being on Ebay from time to time and at home, although no relevant to the 1991 franchise round, I've got the franchise application made for the Channel 5 franchise which won.

Yeah, thats the one. I was cleaning out my PC and found quite a few Avi's with it on from a while ago.
Decided to watch it all again, just when they said that all applications will be made publicly available. Would be interesting to see.
