The super injunction thing was just an excuse to report it until they found a way of getting his name out there. The super injunction issue rumbles on, but we haven't heard anything since he was named. Coincidence? If it was a different footballer who had a lower profile, noone would care.
And so I suppose you'd say the same thing about Andrew Marr, that big celebrity... The story is about Super Injunctions. Yes, of course the media want to talk about Giggs, but no matter if it had been Giggs or, as you said, a lower profile footballer, the story would have come out as part of the on-going Super Injunction issue.
And arguably, the Cheryl Cole story was "setting the days agenda". Its been on most news bulletins, discussed at length on the internet and no doubt been spoken about in real life too. It might be innane showbiz nonsense but you can't deny the interest in the story. Setting the agenda doesn't have to be whats going on in Libya or any other hard hitting story.
Was the story discussed in depth on Breakfast? I actually don't know but I doubt it (anyone feel free to correct me if I'm wrong!

). I personally cannot even contemplate how ridiculous it is that Libya and Cheryl Cole could be put under the same title as 'News Agenda'.
