When The Osbournes was shown originally the 9.30pm editions were bleeped (as I believe the US broadcast ones were), with a Wednesday 11pm shown un-bleeped.
Re: the C-word. Think it's a grey area - depends on context and complaints. I'm sure Graham Norton got rapped by the ITC for the use of the word - but anyone tuning into the Osbournes and being offended by swearing - sort of complaint the ITC upheld!.

No, it isn't banned at all, It's just top of the list of the words that cause offense
If you saw Jerry Sadowitz's Channel 5 series, he used it several times an episode IIRC
