Why do Crimewatch use a soft-focus effect in the studio?

Some of the graphics look a bit out-dated too and the programme is not even in HD.

I don't see any soft focus, but I wish they wouldn't keep using that tracking shot. Why not have a black-and-white shaky cam over Kirsty's shoulder?
