I thought ITV/Central/Carlton had put it on hiatus due to a number of factors ...
1. Roger Cook wanted a rest
2. A pending court case - which IIRC actually finished about 3 years ago
3. Give the show a rest as it was becoming a status symbol for ciminals (just like ASBO's have with the so-called young adults)
4. It was getting expensive to make with RC keep having to travel to southern Spain and back!!!! (wa sthis one of the first signs of ITV starting to make things on the cheap?)

I think as well Cook had a back problem due to all the attacks he had on the show, and he didn't want to risk getting a perminant injury.

Perhaps he didn't think it was neccessary at the time, obviously nowadays he would need a stab/bullet proof vest, extra security, etc.
