Why are they not needed for technical breakdowns? Someone needs to make the apology, and they do. Who else is going to make it?

Even if they only read out promotions, that is still a role that someone needs to do. No, they don't do some of the things they used to do, but they do other things now instead. Having an announcer at least makes the channel look like they're doing something other than just whacking on back to back tapes. It doesn't matter what they do in other countries. We are not other countries. There are things other countries do on TV that nobody else does.

STV CA are still seen invision on Monday morning doing weather.

Weather on Monday mornings are done by the weekend announcer and NOT a CA

There's a clip on the Granada TV section of TV-ark, where out of vision, Charles Foster gives out two Speedway results, over a "Speedway results" slide. So CA's did do sports results. In case you're wondering, the results focused on Manchester team Belle Vue, who lost their British league match in the afternoon, and the challenge match against another team that evening!

While on the topic of CA's reading news bulletins, in the 1980s especially, due to the political situation in Northern Ireland, an article on Transdiffusion mentions CA's giving out police messages before, or even during programmes. I'm pretty sure that CA's would've had to read out any newsflashes in connection with incidents during the Troubles. Thankfully those days are gone now.
