Just occurred to me that it's to the south of TV Centre so wondering why is it called the East Tower?

If you're meaning the red brick building at the bottom right hand edge of the photo that's Stage 6 - aka The News Centre and main reception. It was the last main 'stage' of TVC to be built (nothing to do with the American, Theatrical or Film-Stage meaning of the word stage).
If you're meaning the little red brick building on the far left of the picture on the other side of the Hammersmith and City Line, that is (certainly was) called Network House and I can't remember if it has ever had anything to do with the BBC.

They are one of the main players in the interactive phone vote market, though not the only one, and BBC shows don't use them exclusively. Their postal address is BBC Woodlands, the current home of BBC Worldwide, though this building (which also houses quite a few BBC Club sports facilities) is closing this year.
