There are quite a few.
CNN +, that's Spain.
CNN D - Germany
CNN En Espangol (sp) - I get that right.
There are a few more, but CNN think this is the future.
They'd never go into the UK because Sky and the Beeb would beat them by miles.
CNN + is available in Spain and Andorra on some cable operators and Canal Satelite Digital (which is owned by Sogecable and AOL Time Warner). It also produces the newscast of Canal + España. It´s a joint venture (50/50) between Sogecable (20% owned by Vivendi Universal) and AOL Time Warner.
CNN en Español is a wholly owned operation of AOL Time Warner and it´s only available in America. ( I don´t have any idea why the promote the channel on CNNI)
Slightly off topic, but why at the start and near the end of ABC World News Tonight (1.30am on BBC News24) does it say Sap En Espanol (excuse my spelling if it's wrong!)?

No SAP is an instantly transmitted dubbed version in Spanish. So if you had Sap on your TV instead of hearing Peter in English you would here him in Spanish -- they have the same thing on The Simpsons.
how do they 'instantly dub'? do they have interpreters watching and translating live in the case of news shows?

For the record, SAP stands for 'Second Audio Program'. Does anyone know if this is a feature on analogue stations?

I guess for live programmes like World News Tonight - they must have a script and the spanish-speaking person/translator must read the script at the same time the english-speaker is -- but i don't really know…just a guess.
