I'm pretty sure those programmes have never been shown as part of CITV. Interestingly I distinctly recall some Captain Scarlet themed break bumpers from around the time the DVDs were released - 2000ish (well before the later 'New' stuff had even been commissioned). Were CITV lining up a repeat of Captain Scarlet which was abandoned to let the BBC repeat it?
Weren't they technically ITC shows rather than ATV, so were classed as "bought-in" programmes, so the regions did their own thing with it. The last Supermarionation show, The Secret Service, was only ever shown by ATV, Southern and Granada I beleive!
As I understand it, Fireball XL5, Stingray and Thunderbirds (the initial run at least) were all ITC Productions "in association with" ATV (hence the logo featuring in the credits). This was a fiddle that allowed ATV to tick their independent production quota, while effectively getting the UK ITV operation(s) to underwrite the production of a programme intended for sale to the US.
As I understand it, Fireball XL5 and Stingray did not sell particularly well - but Thunderbirds did (initially at least - Lew Grade would famously go on to balls up negotiating a syndication deal for the second series - which was stopped mid-production). This brought the matter to the attention of the ITA, who asserted their displeasure with the funding arrangements.
Captain Scarlet, Joe 90, The Secret Service, UFO and Space:1999 were (officially, at least) sold directly to each of the various regions individually by ITC (New York), or ATV acting as an agent on their behalf - the programme being classed as an 'Import'.
