The new BBC kids channels have been given the go ahead and are expected to launch early 2002. They will be launched regardless of BBC 3 being approved or not, as they have already been given government approval.

I know but the BBC will wait, as they'll want to do it at the same time as they launch 3 and 4 because of changes to budget and timings.

The BBC have said they will launch BBC4 and the childrens services early 2002. They have no idea when BBC3 will be given approval so are pressing ahead with these new services to avoid any further delay.

BBC Kids, a new channel dedicated to providing a fantastic lineup of great children's programming, will launch November 5, 2001. The channel is only available as a digital or satellite service. If BBC Kids is not available in your area, please contact your local service provider and request the channel.
As others have mentioned the two new children's channels have yet to be named.
I went to a briefing the other day and they hope to have the names by Christmas.
The launch schedule for all the new channels is still 'fluid' but expect some of them to launch before any decision on BBC3!
I think it would make sense for the BBC to launch the two children/young people (!) channels first, as they could launch with no effect on BBC Choice/3 and Knowledge/4, with the exception of CBBC on Choice being replaced by the new channels.
They will share the same transmission facilities as Choice and Knowledge I think, but not be on-air at the same time as 3/4/Choice/Knowledge. They will have different channel numbers in the various Digital EPGs (so the Childrens channels appear in the Childrens section, rather than Entertainment) , and will appear independent of 3/4/Choice/Knowledge to the viewer. I believe the equipment required to split the two channels into four (albeit with only two on-air at any time) is already installed and waiting to be used...
I would imagine it would be much more difficult to relaunch/replace BBC Knowledge as BBC Four before a decision has been made about the future of BBC Choice/Three.
Surely they could simply rebrand BBC Choice as BBC Three until the new channel is approved?
Someone brought up the exact same question a few months ago.
What's the point in changing? If they're dead set on giving BBC4 the go ahead before, then they will. Why waste a chance of good publicity? This will not be a rebrand - it'll be promoted as a totally new channel. There's no point wasting the name if one day it's 'BBC Choice/3' and the next day it's officially 'BBC 3' as no-one will care to notice.
