this is what i does found on wikipedia:
channel 4 has an obligation to provide schools programming
what does obligation please?

I suggest using a dictionary in future. It means Channel 4 have a requirement to broadcast a certain amount of educational programmes.

Channel 4 doesn't make the programme, in fact it doesn't make any programmes. The programmes on C4 are made by production companies who use whatever studio they want to - including those owned by ITV and the BBC

Channel 4 does have one small studio, but it's not big enough for a programme such as Paul O Grady
