This is true. I wonder how often people get letters from Ofcon stating that no one else has complained and no action can be taken. As an organisation they are neutered by the fact that they are there to get as much money for HM treasury as possible rather than uphold standards. The old IBA had far more influence and power. It could be argued that regulated TV was better because the production & technical standards (of the day) were higher.

I got a letter of OFCOM it arriver 2months later! - oct 06

A: broad said no it ITV to reduced CITV

B: ITV border not going to STV control

BUT no being the only one!

My memory of both the Southern to TVS, and TVS to Meridian transitions was that the 'new' channel had trailers, but they appeared during advertising breaks.
So presumably the new companies had to pay for advertising slots on the old.

I do particularly recall trailers over Christmas 1992 for Meridian's up and coming Thames Valley news programme. That carried the Meridian branding, and often appeared mid break, perhaps an attempt by TVS to make it NOT look like a trailer !
