No, that's nonsense. After all, 'HTV News' is no longer, and equally there's nothing stopping ITV rebranding Central News as 'ITV Midlands News' or even 'Bob's Big Birmingham' if they wanted.
They've kept Central News because it's a well recognised name with which viewers identify.
But HTV News was a well recognised name as well - HTV kept the name HTV News for 15 months after the channel was rebranded ITV1 Wales, however once the news was rebranded in line with other regions it would have been stupid to have called it ITV HTV News.

Nope...if you take a look at Companies House (www.companieshouse.co.uk), Central broadcasting is a dormant company whilst Central Independent Television Ltd is active.

The legal name of the franchise holder has never changed. Carlton allowed Central Broadcasting Ltd to take care of the running of the midlands franchise, but Central Independent Television plc continued to hold it.
The only legal change which has ever been made to the franchise holder's name was when it was changed from a plc to a limited company in 2003.
At present, Central Independent Television Ltd continue to hold the midlands franchise for what OFCOM term 'ITV (Channel 3)'.
