Looking though "the derby evening telegraph" today i noticed it still has ITV as carlton! Seeing as I have never ever heard anyone refer to central as carlton (even during '99-02 era) why is carlton still named in the paper? Technically ITV cannot directly own the Channel 3 licences. Under the Channel 3 licencing rules, the so called independent companies own the licences. The regional companies, 11 of the 15 owned by ITV are all seperate companies in actual fact, just all owned by ITV plc (subsidiaries of ITV plc)
As for the name of the Central licence...it is owned by Central Independent Television Ltd (its official name) but operated as ITV Central. It is the innaccuracies of others that still use the Carlton name. Carlton Television Ltd owns the London Weekday licence (still technically a licence) now part of ITV London.
Also when Carlton owned Central, the licence was still owned by Central Independent Television as a subsidiary of Carlton plc. This is why the Central News name couldn't be dropped.

No, because they haven't been bid for since 1991.
The individual companies (in England and Wales that is) that won the licenses in 1991 were bought up (by Carlton, Granada and United Media) and then merged together into one company, but the individual subsiduries - Westcountry television ltd, Central Independant Television televison Ltd etc - still exsist but as wholey owned subsiduraries of ITV PLC.
The current licenses (which can be seen here: http://www.ofcom.org.uk/tv/ifi/tvlicensing/c3/ alongside the original 1991 licenses and their amendments) were issued in 2004. There's no reason why they can't be all awarded directly to ITV PLC next time they are renewed, with the subsiduaries being left dormant

No, that's nonsense. After all, 'HTV News' is no longer, and equally there's nothing stopping ITV rebranding Central News as 'ITV Midlands News' or even 'Bob's Big Birmingham' if they wanted.
They've kept Central News because it's a well recognised name with which viewers identify.
