The easiest way to do this is to have your digital box set to 16:9 so there is the full widescreen picture and no black bands anywhere. Now in your capturing software (I'm using Haupphauge's WinTV2000 as an example), you should have the option of capture sizes. If so, click on 'Custom' and choose a 16:9 ratio (eg 320x180, 192x91) and start capturing. Some VCRs (mine is an example) will squash a widescreen image slightly on playback, so you lose a few pixels at the sides. If this happens simply adjust the ratios appropriately until the image loses its distortion.
If you have the 16:9 bands it is slightly trickier unless your software has a crop option. If it does crop the file down so you lose the black bands. (I think the full version, the one you have to pay for, of RealProducer has this option).
