Were those ever used on-screen on BBC One?

No, the only appearance of London Live on TV was the radio station logo on the morning travel news

Tunbridge Wells launched at the beginning of September and according to TV Ark, Oxford started in 2000. BBC London launched on the 1st October so for a month there were two BBC South East news bulletins, one just covering London. (not as odd as it sounds, after all there are 2 Look North's!)

I thought they were being kicked out of Elstree, so NSE moved to Tunbridge Wells until Marylebone High Street was ready to split off and launch LDN?

Nope, NSE moved from Elstree to Marylebone High Street and South East Today split off from it from Tunbridge Wells.

BBC LDN was effectively a relaunch of Newsroom South East, whereas South East Today was a new programme started from scratch

I think it was only about 2 weeks after TW split that NSE continued. For that time NSE continued with the same titles, but a BBC One London ident rather than Southeast and obviously only covering London stories. South Today changed its titles to include Oxford and South East today had new titles. BBC LDN obviously had new titles, in the new style, which all the English regions copied later, although TW kept the old style of titles for longer, presumably to make it clear it was "news for Kent and East Sussex" or whatever rather than the old SE region.

No - Newsroom South East was definitely broadcast from Marylebone High Street (from a CSO set which mocked up the old Elstree set) after they left Elstree. Think one idea was to allow MHS to get used to the new technology at MHS without tarnishing the new BBC LDN brand (i.e. get the gremlins out of the way whilst still seeming to be Newsroom South East)
