Correct.
And interesting fact: rather than being owned by Carlton, Granada and UNM directly, the shareholding companies in ITV2 Ltd were each of the 10 regional companies owned by the big 3, plus Border Television.
What's more, ITV2 Ltd was actually a long established company. It was set up in 1984 as Independent Television Superchannel Ltd, the company which oversaw the ITV companies' interest in Super Channel.
So the very same company that owns the licence to broadcast ITV2 once owned Super Channel and had TVS and TSW among its owners.

And of course ITV2, ITV Digital and the ITV News Channel all pre-dated ITV Plc.

Rebranding the itv licences post 1993 could never work. What if ITV plc decided not to apply for new licences or if say it went to another applicant in subsequent licence round applications? What would ITV do if they intended to remain a non-PSB broadcaster post any new licence round? - rebrand themselves back to ITV? What if any new channel 3 licence holder acquired the legal right to call themselves Channel 3 ? What if ITV only ‘re-won’ some but not all of any new licences?
ITV plc have decided the right thing and future proofed themselves by retaining the ITV brand on-air.

ITV as a non-PSB entity would not change too much IMO. Divesting itself of news would probably lead it to have more of BGT, Corrie etc.

A non PSB ITV would probably see Love Island and TOWIE crossover to ITV, maybe Family Guy too, and go back to the downmarket format perused in the early 00s. The other channels would probably get shut. It would be purely entertainment driven.

What about Vera and Unforgotten? Hardly downmarket are they?

Neither do I. I never watched Downton Abbey but from all the promotional material it was portrayed as highly lavish probably as Brideshead Revisited was.
So in an era where quality content is king, ITV would take themselves downmarket if it didn't have PSB commitments? I'm not sure I understand the logic.

Had ITV lost the franchise round then they may well have closed down 2/3/4/Be and stuck them all on the Hub. Then if programmes such as CLI, TOWIE etc had proven themselves successful then they would have been moved to the main channel such as The Likely Lads was moved from BBC2 to BBC1.

Weird example.
