It makes little difference really. The regional name gets used on Central and Westcountry only 4 times a week (news programmes have standard ITV1 network idents, the announcer may or may not ackowledge a local name but more often than not doesn't). Each time they are used, they just herald the latest London-comissioned low budget 'it's only regional so it doesn't matter and we're only making it because we have to' production.
With the way ITV is it makes no real difference whether it's ITV1 for Central England (and I'm waiting for confirmation of my belief that Westcountry had 'ITV1 for the West Country') or ITV1 Carlton. This is hardly equivalent to restoring the stations, it just means a different ident is played off the server by LNN.
