Of course...!

Is there a ranking then of who goes where in the sustaining feed, ie. Newsroom South East 1, Southampton 2, Norwich 3, and so on.. so if there was a major storm or something and everything south of say Derby was down it would go to somewhere else?!!

To be honest, I think the concept of Norwich, Southampton and Elstree all being unable to opt-out is pretty scary...

If the south of England was unable to broadcast TV Centre would be off-air, along with Millbank, and thus everyone would be decamped to a regional centre (Pebble Mill until they shut it?) running a skeleton service. I doubt the regions would be high on the priorities initially - and if an opt were provided, the sustaining service would be another national news bulletin... Just guessing, as I would imagine these sort of decisions would be taken on merit.

However I do remember hearing that Norwich were unable to opt for a little while for some reason, and the South East programme (London Plus, South East at Six, Newsroom South East) welcomed Norwich viewers (and may even have run the odd package?)

Yes, quite a scary thought! But, I suspect the BBC have plans in place for such an eventuality... scary as it may seem.
