Depends on what you're broadcasting.
If it is slow moving, drama type material where there isn't techniques like "fade to black" to mess up the rates then 6 Mbps is reasonable.
If it's fast-action, sporty type programming then 10 Mbps or more would be appropriate.
Also depends how stingy a broadcaster you are and how many channels you want to get onto your multiplex... (see Mux A on Freeview for an example of mis-utilising bandwidth)
