Looks like they're staying at Elstree - it's certainly confirmed they are there for BB9.
That's half the problem IMO - not only have they outgrown the space available, but the restrictions put in place on the use of the crowd are now beginning to hamper the show.
Firstly, they're only allowed 22 shows a year, of which only 5 can't be on a Friday. That means during Celeb BB the show doesn't get the 2 or 3 evictions a week it needs, which has impacted on the last couple of series, leaving too many in the final.
Secondly, on Friday's they have to be finished by 11pm, which is generally OK but means a time delay on the final of a few minutes. The major problem is every other night they're not allowed a crowd after 10pm, so any show running past 10pm has to be on a time-delay - and similarly due to the watershed so does any show before 9pm, not to mention the censorship to cut out swearing etc.
