It certainly looks like it due to the long pause at the start of the titles. I would guess it was an off air copy given to the 'talented' member of the crew.
Good quality too, you can really notice that the sunrise is just a still image being zoomed on, and can see that infamous stale cup of tea towards the end of the titles very clearly.

I used to love the 7 O'Clock Spot, I remember Evans launching it by saying it was a special treat for everyone who was watching at seven o'clock because the audience was so low, a bit like the extra bit for late night viewers they used to do in the TFI repeat, and if the talents were any good they'd be "promoted" to appear later in the show.
One of my favourite ever things they did at seven o'clock one day was The Furthest We've Ever Been where they extended all the camera leads as far as possible to see exactly how far away they could get from the house, with a camera on the roof to illustrate exactly how far away they were. Used to love the inspired bits of improvisation like that. I offered that up to Ian Jones when he was doing Morning Glory and I was delighted when he included it.
