Mr Williams is right - a logistical nightmare!
As an example, the boys & girls in BBC World Presentation suite have a mare of a time coping with just two streams (world & europe), so 5 as you suggest would be unworkable for anyone.
And yes, how do you determine the delay on DTT? Depending how your transmitter receives its signal, there may be an added delay while it de-mux's the incoming signal and re-mux's it for re-transmission
I just made the delays up as a guess.

www.thetvroom.com has quite a few full closedowns of the old BBC TWO Idents between 1991-1997, it's got the full version of Optic where it does form the full '2' and then fades and plays the music for a few secs longer. It was good when BBC TWO did this because it showed how good the idents were and the music with them was the highlight. Although with Idents like Blade & Neon there isn't much to see after the first few seconds but with Optic, Balloon, Steam & Diary it was good to see the whole thing.
