This is also the only night it's doing this, so that could suggest the tests will be at that time.

No it just suggests that the Sign Zone is on BBC1 till 4am
If there are tests this year presumably they will be the last ones, given that as Spencer points out during DSO many transmitters won't have a nearest neighbour still radiating an analogue signal to rebroadcast.
