Great to see it in 16:9 and with the 1997 (well, 2000) look.

Arr, that's interesting. I kept a close eye on their Afternoon Classics presentation but I missed any showing of Powder.
BBC2 NI did the same, during the Afternoon Classics season in the run-up to Christmas, when they showed the BBC2 1985 Christmas ident (on Dec 19th, at 3:45PM) but they chose to show it once only.
I've uploaded a BBC Wales documentary from 1993, shown during the evening of programmes to celebrate the 70th anniversary of broadcasting in Wales. It looks back at some of the early programmes in the Broadway studio in Cardiff. It has contributions from the late great Victor Spinetti, Kenneth Griffith, Ronnie Williams and more.
Is there an official reason as to why the regions always have better presentation than network?
It's simply an executive decision. The BBC high-ups insist on everything being generic and identical, BBC Regional News for example and because of this old idents wouldn't fit into there tight brandings and the English Regions simply do not have the money or opt power to do so, where as the nations I presume have more laxed policies on this given they have substantial budgets, more employees and more opt-out ability than the ERs.
Flick over to ITV however and it's way more brand controlled - I mean even the 4 ITV Channels have identical brand identities and nearly all the regions have identical news sets with barely any variation whatsoever. At least on the Beeb there are differences between the channels idents and the set designers seem to have a bit more freedom (although the reason a lot of them look different is that they have just given a lick of paint to the 1999 sets and on others the have been replaced with the N6/TC7 Box Style and others have been replaced with the new 2013 style.
