I've since got more information. Cardiff was sent a clean copy of Optics file from Network, for them to add their logo, and use immediately.
My capture [above], (17-02-2017, 6.30pm) was the 1st TX of its reinstatment on BBC2 Wales. The 1st TX was penciled in to be on Thursday 18th, but reinstated a day earlier.
As the file was sent by Network, it seems highly likely that Network and Scotland are about to use it also (if they haven't done so already - I haven't been glued to either of them the last few days).
Just happened to be watching BBC2 Wales this afternoon. Since when have they been using Optics ident?

Any further info on whether Optics has been reinstated outside Wales?

Gorilla Tantrum sting shown again at the 8pm junction, on Scotland. Network showed Springwatch sting.

BBC Two Network just used Optics beofre the repeat of Incredible Medicine at 12:15 this morning. Sorry if it's been on before I just got excited seeing it!

Has anyone else notice an increase in Stings and next slides being used on the channel?

Yes, they do seem to be on the rise! Hadn't seen a Next for months, and now have seen several in the past few days.

It was the first Network airing (since it's original run) [aired 28-02-2017, at 12.17am].
The logo appears in true HD resolution this time. Do correct me if I'm wrong but the others from the '90s set don't appear to be via BBC2 HD, for reasons I know not.
