Coming back from a night out, rolling into the kebab shop and putting something funny/seems funnier than usual on TV, I would suggest is the rationale. Just as Silk isn't solely reserved for serious programming, it did and does pop up elsewhere too.
It wouldn't have been my first choice of ident to bring back, especially as part of a limited set. Next to its 2000 set siblings, Catalyst, Excalibur and Wave are all more visually arresting and pleasing, whilst they're already spoilt for choice in terms of suitably lighthearted idents for comedy (Car, Dog, Woodpecker, Zapper).
Was Kebab designated for light hearted programming when it was originally launched? I don't see the connection between comedy and spinning meat.
